Is there any way to get a Fire Magic +3 without the -75 health?

is there a special rune or a way to get it or something?

No. You can get +2 with special headgear and a minor rune though.

headpiece +1 and a major rune +2 will set you back fewer HP

yeah that would only set you back 50

or headpiece +1 minor rune +1 staff of fire magic +1 will not cost you health
