Well, you could be a little more specific ... which is "best" for what? PvE? PvP? Looks? For fighting a specific type of monster?

But the armor level isn't the same. Necrotic/Tormentor's is 70AL as opposed to 60 for scars.

Tattoos usually cost less I'm thinkin. As long as you have mass wood planks you can go craft the parchment and slay some tengu for a pithy ammount of feathers and there you are 800g per piece. 15k (8k) Tattoos, though, are deceptive little buggers. All that darn glittering dust...
