Whats better? Halves skill recharge or Improves skill recharge? - Guild Wars Forums

I am looking for a weapon for my necro. I looked up the collecter items and found 2 items:

Truncheon
Dark damage: 11-22
Req 9 Curses
Halves skill recharge of Curses spells (Chance: 20%)

and

Truncheon
Dark damage: 11-22
Req 9 Curses
Improves skill recharge using Curses skills (Chance: 20%)

I know this should be in the Necro Section but it works for Mesmer and Monk too!

Now my question is... which one is better? And if you compare it with the Villnar's Claw how much worse is it (as an SS Necro I am never hexed)!

Same thing. They changed the wording in an update.
