If you check the patch notes, we were given lots of new staff skins... so either its a gross coincidence, or you're starting to notice the effects of the new patch? :|

It's a new water staff skin since the update, there also new skins for the Earth, Air and Fire staff.

The OP's picture is of an earth staff not a water staff.
