If you have any faction, you can also unlock it and then buy it anywhere. However inconvenient that might be if you have either of the aforementioned towns

i didnt kno faction would allow you to buy it anywhere...I thought it was only for PvP only chars. wish i knew that earlier...lol

Faction is only used for PvP characters.
