Is it possible to use a "customized for" weapon on another pc with the same name? For example, i have a rago's staff for mi ele, well i just got bored of pve, so storage the staff, delete the char and create a brand new PvP ele with the same name as the old one. Will the staff work then?

Customization is Per Character Profile, not name.

Basically what I mean is Customization is based on the character, not the character's name.
