How do you turn the tips window back on if you've turned it off in Pre Searing?

Press F11 (options), go to customize lay-out and there you can tick it off/on. I think it's called something like Hints.

ok i have hints enabled and have now purposly zoned in and out of an area killing the first few mobs to try and see if the anti farm window will pop up and yet i've not gotten it yet?

Youve gotta do it a lot more to get that, I remember I used to solo lvl 17 devourers (I know, wtf?!) outside Druids Overlook back in my noob days, and it took about 16 runs to get the message.
