it happen a few times , i was in a trade window and this personw as selling me chromium shards and dragon scythes both times there was a man in a red cap that looks like a construction worker, none of the other dagegrs had this appearance.....y is that and wuld my assassin be able to use the daggers? w/ that picture?

Yea, That "man in the hat" just means your GW client hasnt decompressed the image file for that skin.

Does nothing to effect gameplay, just means you havent streamed, or havent downloaded, the file you need to view the daggers in the inventory.
