Hi guys! I need 15k Exotic for my assassin, and that needs 400 Chitin Fragments and 50 steel, now's my question:

What type of monster drops Chitin Fragments?
If you salvage items, what items salvage into chitin fragments?

Btw, do Whiptail Devourers in Old Ascalon drop Chitin Fragments?

All the Devourer types drop chitin fragments. If you're ready to buy 15k armors, you might as well just buy the fragments. Last I checked they were under 200gp per 10. Demand might drive that number up, though, since there's finally a use for them.

Ow, and what I forgot to ask, is a Material man that can trade some material for steel?

GuildWiki only lists Material Traders, not NPC's with [Materials] in their name.
