I made it to altrumm ruins and HzH is right there but I can't get in. What do I have to do? Ty in advance.

You can go there later, once you have got the primary question "Befriend the Luxons" and "Befriend the Kurzicks".

Same applies for Cavalon, you can't go there till you have these quests.

By the time that you get there, you should recieve a quest to enter the Luxon mission town, Boreas Seabed. Finish the mission then keep following your primary quests until you get a quest which gives you permission to enter the House Zu Heltzer.

Yes, like others said.
- You are in Altrumm Ruins now, take the quests thats there (if you already have taken it then follow it)
- It will have you meet Togo outside of Maatu Keep.
- That will take you to Boreas Seabed.
- Finish that mission and then you will need to go back to Maatu Keep (following the quest you get from Zos Shivros Channel after you finish the Boreas Seabed mission)
- At Maatu Keep, follow the main quest.
- Once done you get access to Sunjian District. Do that mission and you will get transported to Maatu Keep.
- Take the quest and make your choice to go to HzH or Cavalon
