Besides the obvious (your guild has to be allied with another guild), I believe you also have to be an officer in your guild. If I'm wrong, I'm sure I'll be corrected...

They just changed that, now anyone can use Alliance chat.
Ah also, you dont even need an alliance partner, in a guild without any partners you can use now alliance chat like another guild chat. |

In case the previous posts didn't answer the question and the OP is talking about (Ally) chat in alliance battles, that would be simply using the party chat.

Well in that one mission Vizunah Square or something where Togo and Mhelno meet and 2 teams merge. Talking in team chat connects both teams into "Ally" chat, unless you wanna talk to the whole alliance, it's the alliance chat.
