Weapon upgrades that are unlocked
I'm still unlocking these for PVP character, but noticed the other day when I had just unlocked a fortitude hilt, that when I chose that hilt for my sword on my PVP character, it wasn't the max health available, it = the hilt I had unlocked. Is this right? Do I have to find the max of each upgrade item to have it available for my PVP character?

Yes, you only unlock what you find.

how unlocks work. When you find something new, the game makes it available to your character. If you are spending Balthzar Faction to unlock an item that you have never previously unlocked, such as a vampiric bowstring, the game requires that you first unlock the lowest version available, then you can unlock the top of the line version. The same goes for things like fortitude mods. If you find a +25 hp mod, the game will make this available to you for pvp (provided you are the one that id'd and hence unlocked it). +25hp though is not the maximum so you'ld need to find a better version, or spend Balthzar Faction to unlock it, since you've already unlocked a lower quality version, you can jump straight to the +30hp version.
