im gonna be buying some new stuff, im a Rt/E and i was wondering if i can use and ele wand if i have the attribute req.

Absolutely. You can utilize the wand whether you meet the req or not, however you will only do the damage listed on the wand if you meet it's requirement.

Any inherent mods on the wand will still function whether you meet the req or not, only the damage done by actual attacks is effected by meeting the requisite.
