Did Anyone Else see this or was my Laptop Just Screwed Up?

Some if not most districts had the problem.

the most i seen was 4 Kisu's

there was a glitch in american dist 38... heaps of emperors and when there should of been a mini game thingy after he gives out the mask there wasnt

missed out on a few presents

I think it was demand related, the higher the districts the more of them there were
