Where are the new quests - Guild Wars Forums

Back on the game update on June 28 it stated that two new quests were added. Now my questions are:
1) are they just for the festival?
2) if they are not for the festival are they just for newly created characters? 3) if not for new characters, where can I find them then?

any help in getting answers would be great.

they are only for characters created in cantha

They had NOTHING to do with the event - the timing of their release just made it seem like that.

They are Cantha's version of the Sig Of Capture quests in Loin's Arch. Cantha was missing these until now.
