Get either a staff or a wand and focus set.

Depends what character your playing
If your playing a Elementalist you have a special attribute which is called Energy Storage put this up for more energy But yes a Staff or a Wand + Offhand with the attribute requirements your using is the best way to get energy |

Exactly. If you happen to be an elementalist, the energy storage adds to your energy pool too.

Don't worry about the lack of energy gain, all classes come with energy management skills which will help you get back most of what you'll need for a long fight. The only class which really needs energy has, as mentioned before, an attribute called Energy Storage, but besides that you'll manage fine with 30 + staff/focus and some practice.

you have necro listed as your character, if that is the profession in question, putting points into soul reaping will recharge some energy everytime something dies. This goes a long way into helping with energy management while only having 30-40 points of energy.

If you want a bigger energy pool you can also get one of the offhands that give +15 energy/-1 energy regen - as a MM that usually works fine if you have enough points in Soul Reaping.

Welcome to Guild Wars!
Another way to boost your energy is using armor that gives you + energy boosts. You'll be able to pick up better weapons / off-hands itmes from drops or by buying them from other players. There're also collectors out there that will trade you weapons for items. |
