In the GW store you can purchase all the skills for a Warrior for $9.99 but it says for P v P. Will the skills also work for P v E? Thanks

Nope, they only unlock them for PvP characters.

Well, technically any non-elite skill unlocked for PvP can also be bought from any skill trainer in the appropriate chapter. I don't know if it works like that for the skill packs though.
