I thought they said they made the material storage upgrade available to all campaigns; including Tyria anyway....

They were going to.. then they made it Factions only and just now made it game wide.

There's a Xunlai Representative in Lion's Arch now that allows Tyrians to buy the storage upgrades.

Where can you get the materials storage? I have a TON of material I'd like to put in storage but I'm not as far as Lion's arch yet

Hmmm, odd. You would rather not have the material storage and have 20+ less spots in your inventory for other things? That is, if you have at least 1 of every material.
