Solo to level 5 then I started questing with henchmen (Got only 3 during that time) Ran the character to the Noob Island in Factions got 2 on the way so maybe areas had a lot of effect on drops as well.

I got 22 over the weekend. I also got another one this morning as a thank you gift from a newbie after I gave him some of the materials he needed for his first armor upgrade after leaving pre.
