Well, the trader price on an item is a function of how many he has in store. Now this function as a double edged sword, imo: maybe sapphires do drop a little more than rubies. Atleast enough for a small price difference to occur. IIRC, this was true at the release of factions, rubies where 4.5k-ish and sapphires at 4k-ish. Because rubies are worth more, people tend to keep them in storage (i'll assume) and sell the sapphires, who are worth less. Thus driving the gap between them up more. The latter effect is self-sustaining. I'm by no means an expert on the subject of economics; this is what I think causes and sustains the price difference.
edit: One other possibility is that people are actively converting excess money into rubies, rather than ectos, in the hopes that GW:EN will provide another use for rubies and sapphires; driving the price up more...
