Buy Nightfall and make it there, it definitely has the best monk skills, especially elites. Healer's Boon, Zealous Benediction, Light of Deliverance. If you refuse to do that then make it on Factions if you want to just get straight to farming right away or Prophecies if you want phr33 5k1llz.

Depends if you want a lvl 20 in 10hours that hardly knows how to play or a monk thats had time to build knowlage
Factions : Quick leveling great for impatient people that want a level 20 ASAP Proph : Slow learning curve build knowlage and a varity of skills |

If you want a male monk -> Prophecies
If you want a female monk -> Factions |

I've got one in all!!! Honestly, I'd start with a NF one if you want the best skills, but the prophecies monks definitely have the best looks. Essentially it doesn't matter since it's easy to take them all to whatever campaign and get whatever skills, but that's my two cents.

If your interested in getting to farming right away, I would say factions since it gets you to 20 right away and boots you into the actual game.
On the other hand, if you haven't invested the time in a monk yet, go for prophecies. No better way to learn a role then when you actually have to work hard to progress, instead of spending a single day on an island and having max level and armor already. Can't tell you how many people I encountered that just started GW when factions came out and after being fresh off the island, didn't know anything about working with a team or how their professions actually function. Nightfall definitely has the best monk skills, for farming as well with SoA
