Read the wind vs Favorable Winds - Guild Wars Forums

Ive noticed that both read the wind and Fav winds both say it makes arrows move twice as fast. yet when i use them at different times read the wind causes arrows to hit much faster than Fav winds does. Is this a bug or something else?
