i have unlocked elite skills but can only get on pvp only. can u get on a normal character?

Yeah, you can get elite skills on PvE characters. You need to buy a signet of capture from a skills NPC. Then you go out into the game and find a boss that uses an elite skill of your profession. Kill him and use the signet and capture the elite skill listed.

Yes, but you need to capture them from a boss. All the info is on the wiki. You can also use an elite tome

Signet of Capture - gained via a quest (the quest is for you to test this new technology to see if it works). Then you get a second Signet of Capture as a reward. From then on, you must buy the Signet (like any normal skill).
