ow can i upgrade my regular weapon to a fire weapon so i can use conjure ele spell? Can i buy these weapons?

You would need a mod. What profession are you or what weapon are you using. Like for example if you had a sword, you'd need a Fiery Sword hilt.

Depends what your weapon is. If it's a martial weapon (axe, sword, hammer, bow, scythe, spear, daggers) then yes, you can add a fiery modification just by changing the grip/string/handle/whatever. It's just luck of the draw to get one of these mods drop, but they are very common - and no, there is no merchant that sells such things.

Caster weapons (wands/staves) are different - the damage they do is set, but again, fire damage is very common on these weapons.

Check out the weapon crafters on the wikis - I can't recall offhand if there are any craftables with a fiery mod.
