can anyone tell me how to buy a place

you cant buy a place, unless you mean buying a guild hall.

to buy a guild hall you need to get a sigil (forgot what word is before it(or maybe after it)) and then talk to an "ambasador" in either Lions Arch, Kaineng Center or Kamadan, he'll take you to available guild halls where you can trade that sigil for the guild hall.

after that, you can buy npcs in it, but those are rather expensive.

if you didnt mean a Guild Hall, there are no other "places" to buy (not that im aware of)

Some Luxon / Kurzick towns are, in a way, "buyable". The alliance with the most Luxon / Kurzick faction owns Cavalon / House zu Heltzer, with alliances trailing the leader owning cities and towns from the capital, starting with closest and going out.
