You can change your attribute points as often as you like for free in any city or outpost. Once you leave town you cant adjust them however until you enter another town/outpost. ( max number of attribute points is 200, you get 170 from leveling and 30 from 2 quests.)

Monks are very popular, always will be, and as far as secondary goes its all build dependant. With all Chapters and the expansion you have a vast array of monk skills and can be very effective as a pure monk only char. Secondary proff skills for a monk tend to be for energy management or specialized builds.
