Hi, I am transfering my character from profecies to NF and for some reason i can't get the mission "consulate docks." I thought that was suppose to be your next quest apon transfer. I have searched all over for a forum to help, but can't find any. If you could pls help me it would be very helpful.

Check the bit of text under "Istan -> Consulate Docks". A section there tells the quest sequence for foreign characters.

Really i'm not sure what the first mission after going over to NF from another campaign is. But in the Factions and Proph, for each mission you have a button on your party window that says "Enter Mission". In NF you have to talk to the NPC with the mission icon over his head in order to do the mission. This could be your problem as i had the exact opposite problem when going to Proph from NF. I didn't realize you just had to click the button rather than talk to the NPC to start the mission.
