Where can a level 20 character go for pvp battles?

the arenas I had were only upto level 15, and I don't want to constantly do AB's

Well, since you mentioned ABs, I assume you have Factions. First, you have to have been to Kaineng Center/Lion's Arch/Kamadon. There will be a boat icon on your map. From the boat, you can get to the Great Temple of Bathazar, which is the port of the battle isles, the main PvP area of the game. If you are in a guild, you can also get their via the guild hall.

Take the boat to the great temple of balthazar like you would to switch campaigns. Then there is a guy (don't remember the name) that will take you to the random arenas.
