Okay can i use a tome to get a Sunspear skill that i already bought for my other character?

No, u can only get non pve-only skills (which u already have unlocked) from a tome.

I hear Gaile sells them for 10k, best hurry tho.

No you can't really, only skills linked to professions. No PvE Skills.

Sunspear skills are not "unlocked" when you buy them (notice that when u get them, you don't get that big "new skill unlocked" window in the left side of the screen.
