Tie: Guardian and Blinding Surge. I don't think two more annoying skills exist.

Lots of skills suck, according to what your bar looks like. Recently I've been annoyed with Backbreaker. 4 second knockdown is no fun as a caster. As melee, Insidious Parasite is pwn.

Tie: Vow of Silence and Spell Breaker in HM. The fast recharge the AI's enjoy means that they can keep either of these enchantments up perpetually. They're still beatable, but it's just a nuisance for us caster types to deal with.

Definitely Vow of Silence and Spell Breaker. And it's not like WoW where the spell is cast then the energy is used.

Meet the mesmer
There is this situation when I play and hear a specific sound.
The sound of Diversion landing on me. It's not annoying when I notice it fast enough and am not under pressure. It's very annoying when I can't cancel the skill I use or Diversion can't be removed for the time it lasts while the team is under pressure. Either waste a skill or wait out the duration. There are several other skills in the mesmer line that were designed to put pressure on a human player. That's what I consider a good base for a skill to be annoying. A skill that forces you to take action or don't take action the moment you want to do the opposite. A lot of 'annoying' skills are annoying because AI can't handle them very well. Or unexperienced players. Maelstrom is a good example, AI will try to cast right through it while standing in it. They only move after they are hit a couple of times. Looking at the skill from human perspective it's a lot less annoying. You can see the cast 2 seconds prior and it has a very distinctive 'shard of ice' that drops from the air. Just move/don't cast and you are safe. The only place where it's annoying is in tight places where there is not much space to move out of it. Like a fight in a small corridor. Deep Freeze has an other problem. It's annoying when you need to be in melee range of the foes to be able to fight or when you depend on running/moving fast. In a full human team this can be solved easily by taking a hex remover, when playing with AI it will first remove the hex from the non-melee too often. That is annoying. |

Those irrritating dervishes drop like flies when you apply a little physical damage. Spell Breaker looks more of a problem because you usually fight a monk that uses it. Possible counter: overload an other enemy and watch the monk cast SB. Then kill monk, SB has 45 seconds down time. Or just AoE on target close to the monk. Physical damage, specially daze also makes taking those monks out easy. |

Getting hit with Wail of Doom when you're about to start a nuke chain, then getting hit with it again half way through the nuke chain you started after the first WoD wore off. And it's always me that gets hit with it! Or it feels like it. Either that or getting power blocked in Ascalon HM missions.
I'd have to agree though about Spell Breaker and Vow of Silence. I don't know a great deal about PvP but in PvE they can be a 'mare. |

I should have been paying attention, though. Blinding Surge is mine. Lower recharge than Mending Touch = unless my Ranger isn't being played against predictively, it's tough cookies. It's main "oshi-" part is on melee, though. Seriously. The Tree comes in second. I hate Scythe-swinging trees that teleport every 30 seconds. |
