Is there any way to reduce or minimize the size and/or brightness of spell visual effects WITHOUT reducing other graphic qualities?

"Full Screen Gamma" perhaps? It's in the Options screen.

Ermm nevermind, it reduces everything.

Only option I see is Textmod.

Dial in your monitor contrast and brightness and then do same for your video card. default settings are crap for all

adobe gamma might help with the brightness not the size (edit). but that comes with a very expensive software.
