Background download? - Guild Wars Forums

OK I'm trying to get gw to run on a different computer than the one I always play. I installed factions and went to connect. Well, I get to the login screen, type in my username and password and hit login, then a box pops up that says connecting.... with a cancel button at the bottom. It never connects. What I'm wondering about is that down in the lower right hand corner there's a little lightning bolt, and when you mouseover it it says background download and gives a number, which is over 15MB and climbing, also an fps. What the heck is that? Am I downloading the entire GW and all the updates? I though I already did that to get to the login screen.
