Mostly from the quests, as well as the missions, that are available during the festival. For each character if you do all of the quests, you get 240 tokens. You need 250 for the hat, and otherwise you can trade in the victory tokens for fun items. They also come as monster drops, rewards from Dragon Arena, and also in the festival gifts that drop at the finale or that you can trade festival tickets for in the boardwalk.
