Why cant i have more than 3 norn/asuran etc skills in my bar?
anyone know why Anet did that?

Because they're PvE only skills. Having more than 3 makes the game even easier than it already is. Can you imagine if your bar could look like:
[There's Nothing to Fear!][Save Yourselves!][Ebon Vanguard Assassin Support][Summon Ice Imp][Asuran Scan][I Am the Strongest!][Finish Him!][Spear of Fury] ....zomg. |

And because the Signet of Capture and the Sunspear Rebirth signet are so imba they belong to those (means if you've any of those two in your bar you can only add two other PvE skills).

the fact is that pve skills are a little more powerfull then the rest of the skills in GW so consider it a nerf so that you dont get uberpower lol

Its so that your class still has some bearing on your game besides a number for armor, and energy regen.

i dont think that cap sigs should count, nor rez sigs, simply for the fact that most builds are already tight pressed at 8 slots, and most builds that have an optional slot is without a rez thus that slot should be a rez sig. Meaning if you could have 4-5 cap sigs your doing so at your own risk of lowering your efficiency, as well as your team's survivability. Though i suppose with sabway you really dont need a human player.
