Where is the Random Arenas for the Factions campaign, how and when do i travel there?

And also, do the expansion packs really have that much effect in pvp play?

The same place as for the other campaigns.
Random Arenas and all other forms of PvP mix players from different campaigns together (thus why they are on the battle isles, a nuetral site of sorts). Just get to Kaineng Center (the capital city of Factions, similar to Lion's Arch or Kamadon) and you'll be able to ferry over. Or... just go there from your guild hall.

And yes, certain skills are very important for (high end) PvP play. If you just play Random Arenas, don't worry about it too much. But if you are trying to eventually get into the other more challenging PvP areas, then skills packs or the other games will eventually be important.

Keep in mind that even if you don't own a campaign, other people can use skills from that game against you (so you'll have to be familar with all the games eventually).
