There's a lot of things that can cause lag and it's not always internet based. It could be things like something eating up all your ram.

The question you ask implies you assume the lag is caused by Anet, and others would have it as well. With 98% certainly, I'll say this is completely wrong. It is either your computer or your ISP. Memory, processor, other programs running, etc. all are potential sources of lag. If it is something new for you and your computer, I'd check on anything you recently installed, whether hardware or software. Run a virus scan, adware/spyware scan, defrag your hard drive, do a disk cleanup, clear temporary internet files, clear cookies, etc. If it still persists, update drivers, and make sure nothing has gone bad on your PC.
