I'd suggest taking a peek at the wand collectors and Green wands at wiki, and pick the wand that suits your build best.

i was happy with 3 weapon sets as a pve fire ele:
-a 40/40 set (20% half cast time/20% half recharge time for wand and offhand) -a hale fire staff or enchanting, with 20% hct inscription -a +5 energy spear of 20% enchanting, and a few shield options in storage depending on the area you are in (often 10% vs slashing or piercing, and +30 health) |

Best doesn't exist. Best for one person may be worst for another. It all depends on your build. Using enchantments that you want to last longer? Wand won't help, as there isn't a mod for wands to increase enchantment duration. Want to cast faster? a Wand and Focus with 20% Half Casting Time mods help a lot. Want more energy? a Wand with +5 energy while health is above 50% or +5 energy while enchanted can work nicely. However, you can also go with a +15 energy, -1 energy regen to get a large energy boost.
Too many options on wands, and the focus/shield you would pair it with to say one is the best. |

I'd recomend a 40/40 wand/focus set,and a shield and spear,get a 10+/slash and 10+/pierce shield,maybe fire and blunt too if you can.

I wouldn't recommend a shield if it is an Ele only used for PvE. Although a shield can have some use for farming, general PvE does not need a shield, and if you do, you aren't playing PvE very well. The weapon swapping required to use shields, and knowing which mods to put on a shield is not something learned quickly, and not needed for PvE.

Hmm, I usually just use a staff for general pve, just makes weapon switching easier. Then of course I have my sword and focus set, my spear and shield set, my etc etc.. lol. But essentially they're for specific use ie chest running, raptor farming, etc. When I first started I think I had the end game wand from factions and went through pretty much till eotn with that and a collectors fire focus.

Well all of this information is about POST SEARING. If you are in presearing the answer is different.
A Fire staff in Presearing with 14% HCT(Max in pre) Energy +8 (Max in pre) Dmg 10-16 (max in pre) HCT 9% (Max in Pre) Health +26 (max in Pre) and Enchants last 18% Longer (Max in Pre) is by far the best caster weapon available; aside from the Bonus Weapons that are come with the Game of the year or for a nominal fee at the online store. This staff could cost in the range of 12-15 Black Dyes as it is Very rare. I do not even have one. Mine is only 7 energy and not the max 8 and I was offered 6 Black Dye in Pre-Searing for it and turned it down. |

OP wasn't clear in what he's looking for, but I looked at "Join Date: Apr 2006" and I'm guessing it's not about simply a best one to use.
My guess is that he looks for Absolute THE BEST = most Awesome, valuable, superrare, longest epeeeen one in existance. So even req. is going to matter here (yeah, for a fire wand ;p). As not a single one 11-22 req.7 wand was confirmed to have ever dropped, the best has to be req.8 The only most widely considered and most used 'best' mods for a fire wand would be 20% half cast fire + 20% half recharge fire. Look at this beauty: Original Canthan Perfect Req.8 Celestial Scepter, my pick for The Best. Having no inscribable versions at all ensures its top value, and imho it looks better than others of similar rarity (Jellyfish/Plagueborn) Other possibilities would be Platinum Wand or Zodiac Scepter (none of those have insc versions with req. Fire). Honorable mention: Original Canthan Dragon's Breath Wand. now GL finding one like this "Best" one you can get is a r9 Frog Scepter, you're like 10000x more likely to get one than perfect canthan req8 not dropping anymore. @imnotyourmother: a few small corrections: max HSR on staves in pre is 15% (I have one, seen lots), but not a single one is known to have ever dropped with perfect base 15%/+8/10-16, not even close. A theoretical Pre-perfect staff would be: HSR 15% ENE +8 DMG 10-16 (req 4?) HCT Fire 18% (much better than 9% universal imho) +upgrades, many choices: ENE +4 or HP +26 (head) +1 FIRE (18%) or HP +28 (wrap) 18%enchanting or +10 defense not that useful in pre. |
