Must one bring any items? Are the hats free?

Going on previous Wintersday events, you would only need to bring candy cane shards if you wanted to take part in the rings minigame during the finale. You shouldn't need to bring any special items to get the hat, as these have always been given out freely to everyone in the district.

No, you don't need anything for the hats. The only time you do need anything is during the canthan fesitival. Just make sure you have room in your inventory.
