I just finished the quest Consulated Docks (Expert) and now I am in Yechlon Reach.

First thing I do is go to: Zudash Dejarin and he says; "Bah! I have no estate! I have no son! And now I worry about my daughter! And it is all because of those Infernal Sunspear!"

Why won't he give me the quest?

try talking to sunspear modiki first i think the quest actually originates from him then you go to zudash

Because you have to talk to the Sunspear Modki (Mokdi? Modiki?) for the quest.

you should spawn right in front of him after you finish docks
how could you miss the quest mark on top of his head?

I'm assuming you got the info about needing Zudash from wiki. If so, why didn't you read the whole list of information for the quest? If not, why didn't you consult wiki for help?
