Does anyone know of any particular reason that I can't seem to put a shield handle on the Gloom Shield?

Only shield from nightfall/EOTN can be upgraded with shield handles. I'm assuming your gloom shield is tyrian.

If you got it in Underworld as drop or chest drop it will never drop as insc.

The only way to get inscribable weapons in Underworld is if you get them from the end chest.

I'm not talking about inscribing it, I know u can't inscribe an un-inscribable item, I'm talking about the Shield Handle itself, for example... I was trying to put a +30 Shield Handle on it, as when I ID'd it, it had no Handle Mod whatsoever...

Before NF and the inscription system shields, wands and foci were never moddable at all. The handles, wrappings and cores for these items that give them suffix names like "... of Fortitude" never existed without the inscription system. That's different from other gear, like swords and bows, that would accept a prefix and suffix mod even before the inscription system.

So now, these suffix mods for shields, wands and foci only work on gear from areas that drop inscribable items. It's possible for a shield to drop in NF that doesn't have an inscription slot. You should be able to use a shield handle on that. But when you get a shield dropped from an area that never produces inscribable items, you can't apply these newer mods to it.

If your Gloom Shield dropped from a monster or a normal chest (rather than the end reward chest) in UW, FoW or ToPK it came from a place that can't ever produce inscribable weapons. Therefore, it can't accept a shield handle either. Sorry.

Well, that was very useful information, thanks a lot as I did not know that... that kinda sucks though, I was pretty happy about getting it...

You can always tell if an item is inscribable or not by looking at the description:

If it says: "Inscription:" it is inscribable. If it doesn't it not.
If there is currently no inscription on an inscribable item it will read "Inscription: None"
