City of Torc'qua and Stygian Veil may both be reached through separate portals from this outpost. You don't need to travel through either area to reach the other. You must complete the final mission in Nightfall, Abbadon's Gate, before you may enter the Gate of Anguish. Read the "Getting there" section in the article linked above.

You'll face quite a few Margonites in the Realm of Torment, and in the two missions before facing Abbadon.
