I know that you can't turn in a Hero's Handbook in Normal mode after rank 8, but if you had 79k Norn faction and turned in a Hero's Handbook, would you have 99k or just 80k afterwards? (in other words, can you still get over 80k faction by turning in a normal mode hero's handbook?)

You'll get the full value for the book, even if you turn it in with 79,999 faction.
