Are pvp items customized for your character, or can you sell them to others?

No, you can make as many perfect weapons as you want then salvage the mods off them and sell the mods over and over.

Customization has nothing to do with mods, you can still salvage mods off of Customized items, however PvP items can't be salvaged from, but they ARE customized.
