1) Collector weapons aren't white, they are blue.
2) It depends on the collector and the weapon, as well as the mod. For example, the collectors in Eye of the North often provide weapons with no inscription, but an inscription slot. Like Pathfinder Nolan in Raven's Point. He has some focus items and a shield with "Inscription: None" on them. They also have a +45 health while enchanted mod. You can add an inscription to those weapons, and even replace the focus core and shield handle. However, collectors in Tyria usually have weapons that can be only partially modded. Like Cember Goreaxe, outside Ice Caves of Sorrow. He has weapons fully modded, but they can't be changed. They have an 'inscription', but it is an inherent mod, not an item that can be changed. However, you can add hilts, strings, grips, etc. to the martial weapons, heads and wrappings to staffs, but shields, wands and focus items take nothing. Location of the collector is key. |

Depends on the collector and what type of mod you want to change. ALL collectors in ALL games give items that can be modded with prefix and suffix mods (Axe/Sword/Hammer/Bow/Spear/Scythe/Dagger/Staff - Haft/Grip/Snathe/Tang/String/Hilt/Head/Wrapping).
So if you want a collector sword with Fiery and Enchanting on it you can get one from any collector with a sword. The damage mod (15^50, 15^enchanted, +5energy, etc.) will not be changable unless the collectors weapons say Inscription: XXXX) on it. |

Items from NF and Eotn with an inscription can be changed, but the ones from Cantha and Tyria cannot, and as for the suffix/prefix, you can change it no matter where its from.

I agree with Magma, for all but a couple cases of end game collectors, collector weapons are always blue, not white.
Now, with regard to the normal blue collector weapons from various campaigns ... Any collector sword, axe, hammer, bow, staff, daggers, spear or scythe can be modified with a prefix and/or suffix mod for that kind of weapon. For example, you can put an axe haft and an axe grip on a collector axe. Any collector weapon that has the text "Inscription: None" will accept an inscription, as long as you're using an inscription allowed on that kind of gear. For example, the +5 energy I have the power! inscription still will only fit on martial weapons, even in the case of collector gear. Now, the tricky part. Prior to NF, no offhand, wand or shield was ever moddable at all. So if you get an offhand, wand or shield from a Proph or Factions collector, it comes with the stats from that collector and they're fixed. Certain collectors in NF and EotN may offer inscribable shields, offhands and wands. For these, you can change the inscription, but I doubt you can change the mod making up where the focus core/shield handle/wand wrapping would go. Not surprisingly, if you get, say, an EotN collector shield that has an empty inscription slot and +45wE on it, you will not be able to salvage a +45wE shield handle off it. In these cases, the +45wE is an inherent part of the collector shield. For most cases, once you put mods on a collector item you can then salvage them off later with an expert kit if you want. You can customize a collector weapon, too. Depending on the skin of the item, collector weapons may or may not be dyeable. In the case of some items (a lot of elementalist items) the collector versions will accept dye while many dropped loot versions will not. I find it easiest to make colored flame artifacts and earth scrolls by starting with collector versions. No matter how you mod the item, the text color will never change. If it started blue, it'll always be blue. However, it is entirely possible to put max mods on a collector weapon and make it work exactly like one of those "perfect" gold weapons. Hope it helps. Cheers, Luny |

No inscriptions are possible on those, but you can probably put prefix and suffix mods on them like any other white weapon, which would change them to blue. Any mods applied would be permanent, since those weapons can't be salvaged. |

Destroyer weapons are in fact modable and GOLD I do believe.
Also some Bonus weapons are modable such as the Glacial Blade. I added a 18% vrs Charr to mine in presearing for some extra damage. |
