I am trying to get kurzick armour but when i try to buy it the armourer says that i have helped the luxons too much.
does this mean i cant get kurzick armour?

You most likely have more Luxon faction than Kurzick faction...

Simply get more Kurzkick faction than Luxon faction and you won't have a problem.
