So, we know that the HoMs have been merged account-wide, which is great, but that raises a question. When armor carries over to gw2, will THAT be account-wide? For example, if I were to buy MONK primeval armor, would my WARRIOR in gw2 be able to access that? Or only gw2 monks?

I want to get elite armor for all different classes, but I'm not sure if I should do that, or get everything for the warrior. I plan to use my warrior almost exclusively in gw2.

I hope this made sense, cause it sure was weird to explain. I get the feeling I didn't explain it well enough though.

We know we get something for our HoM in gw2 but we don't know what gets carried over if anything and what we need in our HoM.

Wait, what? Where did you take the idea that armor is transferred over to GW2? o.O? As far as I know, NOTHING is "transferred" per se, but you get specific rewards in GW2 for what you have accumulated into your HoM in GW1. And the rewards won't be anything that would give you an edge over people who never played GW1. GW2 is a clean start.

Anet has yet to state what we get exactly for placing items in our HoM. The only thing we do know is that anything we do get is going to be purely cosmetic.

From what I understood, the SKINS of weapons and armor will make an appearance (with an updated look) in gw2. Maybe in the form of costumes, that'd be my guess.

Well that's where you misunderstood. According to the devs, nothing will be transferred over, and nothing will give you an advantage. They want to reward GW1 players without punishing those who didn't. It is expected that all of the rewards will be purely aesthetic.
