PvP Unlocking Skills - Guild Wars Forums

If I use my PvP character to unlock Dragon Slash with faction points and use a elite warrior time on my PvE character, would he be able to get the skill?

To be more descriptive, as long as the skill says "unlocked" at the Priest of Balthazar (located in the Guild Hal and PvP Arenas), then you can learn that skill on any PvE character via skill trainers and/or skill tomes (except obviously skill trainers will not be able to teach you elite skills).
