No, he's not a hacker. He just set himself up for a title spike. Lots of people do it. It just takes some planning to set it up.

It just puts a little excitement into getting your titles to plan on getting that result. You can see it quite often if you hang around a town.

Not disputing that it was legal, but you don't get instant points for the drunk title, that's time-based on how many minutes you spend drunk. So he did have to squat on the last foe in the zone until he got the final minute, then spam the party and sweet point and kill it.

This is a stupid practice nonetheless and a reason I wish there was a way to mute green text.

Also, if you have a legitimate question of hacking or otherwise in-game cheating, you can report it to AreneNet support through their website.

But I'm pretty sure you just got happy with the "New Thread" button anyway.
