Just crunched some numbers. Assuming this is correct: http://guildwars.wikia.com/wiki/Trick-or-Treat_Bag and the prices for prizes are approximately the following:
Alcohol = 100g/min Party points = 175g/point Cookies = 150g/each Apples + Corn 400g/each You can expect to get about 253.75g from each bag. Thus, if the selling price is more than 63.5k for a stack sell them unopened. If it's less, open them. Reward prices are approximate, however.

At the moment the market prize of a ToT stack is about a third of that. This is, of course, the result of the huge rise in supply. With the consumables being worth little points per click in today's standards (comparing them to a keg, a disco ball or a red rock candy), you can expect the selling price, and thus the revenue from opening ToT Bags, to be lower than usual as well.
20-25k simply isn't worth it though, if you wish to make some decent money on your ToT stack. You're better off keeping them for a while (3 months or so, until the market stabilizes), and then selling. My advice is to open the ToTs now, since the content seems to be worth more than the bags itself, and then to just use whatever you need over the next three months, so your used storage space won't be wasted. At that point, sell whatever you have left at regular prices. |

Just wait for the prices to go up unless you're desperately in need of money :P |
