that particular ad might not be real, but codes do exist that can be told to you and typed in for wings. However, anet frowns on selling wings for in game cash.

Selling/buying them for real money is illegal.
Selling/buying them for in-game money breaks the End User Agreement and is a ban-able offense. The card that the codes come on even have a statement on them that says "No cash value, not authorized for resell", so anything other than giving it away for free is against the law. That, and I doubt that the link is legit. |

The only way that the law would get involved would be if someone was to sue someone over a Non Disclosure Agreement or a ban under the EULA. The police are not going to break down your door and arrest you for the crime of "selling stuff you own". |

The main reason selling codes of any kind is a bannable offense is due to the likelihood of it being a scam. In game, who goes first? Does the seller give the code and hope he gets the money or vice versa. In RL, you have to give the cash first and hope you get an unused/legit code.
Neither ArenaNet nor NCSoft will help you if you are scammed in this type of transaction. They will just ban any accounts involved "for stupidity".
